A PIF is a Product Information File, which contains all documentation relating to a cosmetic product that companies must retain in an easily accessible location to provide to the local authority as requested/needed.

A PIF must contain documents demonstrating product safety and EU & UK compliance. Documentation required includes

  • Raw material data – Safety Data Sheets (SDS), Technical Data Sheets (TDS), Certificates of Analysis, allergen data, purity information, and origin statements if applicable
  • Complete finished formula data – product stability, package compatibility, microbiological testing, and GMP certification for manufacturing compliance
  • Cosmetic Product Safety Report (CPSR)
  • Compliant labels and claims per Regulation (EC) No 1223/2009 Articles 19 and 20

Yes, the PIF must be fully compliant with the provisions set out in the EU and UK regulation before the notification can be performed.

The Responsible Person maintains the PIF and must ensure the PIF is:

  • Readily accessible in electronic or other format to competent authorities
  • Available at one single address within the EU and or the UK
  • Detailed, compliant, and up to date with any regulatory changes or product amends
  • Available in a language which can be easily understood by the competent authorities of the Member State.

The PIF should be kept for a period of ten years following the date on which the last batch of the cosmetic product was placed on the market.
